Arrowhead Game Studios shipped Devoid of Liberty: 7.1.0 on 22 September 2026 as a community-feedback and balance patch — no new mission type in the Steam notes — then followed it on 24 September with Devoid of Liberty: 7.1.1, a same-week crash hotfix for fullscreen terminal opens and superwide windows. Softcap’s explainer sticks to Arrowhead’s Steam primaries for both builds, with PlayStation.Blog covering the Ironclad Democracy Warbond that landed on the same 22 September window.

Primary sources: Devoid of Liberty: 7.1.0 and Devoid of Liberty: 7.1.1 (Arrowhead / Steam News). Warbond companion: PlayStation.Blog — Ironclad Democracy.

Same-day hotfix: 7.1.1 crash fixes

Arrowhead’s 7.1.1 Steam post is short and absolute. The hotfix is aimed at crashes for players using terminals or running superwide windows. Published crash fixes:

  • Fixed a crash that could occur in Fullscreen when opening terminals
  • Fixed a crash that could occur with superwide windows

That is the full 7.1.1 change list in the Steam primary. The post links Arrowhead’s standing Known Issues Zendesk hub; Softcap is not inventing a hotfix-day known-issues roster beyond what that hub carries.

Community feedback changes in 7.1.0

The 7.1.0 Steam notes open on five community-feedback lines:

  • Enemies will no longer target unoccupied vehicles
  • Career stats now correctly track kills from mines, vehicles, drones, and backpacks
  • Players can no longer get stuck unable to be reinforced after another player throws a reinforcement stratagem or the whole squad dies (rare; poor network conditions)
  • Ice Plant hazard on arctic planets no longer ragdolls and staggers more than intended
  • Stratagem Hero gains Destroyer-based leaderboards — every Super Destroyer has its own board; anyone on that destroyer can post; one entry per player

Bug infestation zone visuals

Bug-infested zones around outposts and bug objectives now integrate more with the host biome or planet, so zones should read differently from planet to planet. Fog and effects in those zones were adjusted for better visibility. Arrowhead explicitly excludes larger infestation spaces — areas inside the Gloom or on Hive Worlds — from that visual pass.

Enemy spawning: pressure by count and distance

Arrowhead’s published problem: enemy spawns were not balanced when a team spread out, and the enemy budget sometimes fed distant packs that were not relevant to players.

Published intent: more balanced spawns for separated Helldivers and a more consistent experience.

Published changes:

  • Enemy pressure is measured from enemy count and distance, then used to balance spawns
  • If a Helldiver is on low pressure while the global enemy count hits the performance maximum, enemies are preferably spawned near them — aimed at empty-outpost roam moments
  • When enemies are over budget, far-away enemies are despawned

Softcap is not inventing spawn-rate percentages beyond those rules.

Evacuate High-Value Assets retune

Arrowhead’s problem statement for Evacuate High-Value Assets: the mission type had fallen behind in difficulty and felt boring or easy for many players with strong tools. Intent: more intensity and difficulty, especially in 3–4 player lobbies.

Published Evac HVA changes:

SystemPublished change
Wave countIncreased maximum waves
Start gap between waves60 → 42 seconds
End gap between waves40 → 28 seconds
Max gap when a wave just finished10 → 2 seconds
Wave densityIncreased enemies per wave; encounter points rise more exponentially through the mission and when more players are present
SEAFSEAF troops can spawn when included
Bug sideChance to spawn Shriekers
LootRandomized loot location and weapons; 3 random loot groups (ammo, health kits, grenades, weapons); 10 common samples across the mission
Objective UIPer-generator health percentage UI; generators also show state on the minimap (listed again under fixes)

Those wave timers are the Confirmed numbers Softcap reprints from Steam. Difficulty feel calls beyond Arrowhead’s own “more intense / more difficult” framing stay off this page.

Primary weapons: One-Two and Trident

AR/GL-21 One-Two. Arrowhead’s problem: the underbarrel grenade launcher ammo pool did not make the flexible AR-plus-GL kit useful enough. Intent: lean into that flexibility so the underbarrel launcher can be used more often.

Published One-Two ammo changes:

  • Starting amount 2 → 3
  • Max spare 3 → 5
  • Refills 3 → 5

LAS-13 Trident. Arrowhead says an unintended side effect from coding meltagun behavior into the beam system pushed Trident vertical climb recoil higher than intended. Intent: keep some recoil for feel, not as a power-level lever.

Published Trident change: vertical climb recoil 12 → 2.

Throwables: G/40 Melta Mine attachment rules

Arrowhead’s Melta Mine problem list: unintended attaches to character and vehicle geometry that could obscure vision or grief, attach to enemies at bad angles and aim the blast at the thrower, or leave mines floating.

G/40 Melta Mine still from the 7.1.0 Steam notes Arrowhead Game Studios / Steam — Devoid of Liberty: 7.1.0

Published Melta Mine rules:

  • Can no longer attach to characters and vehicles
  • Can land and rest on sufficiently level surfaces of characters and vehicles
  • Arms on a timer from the throw unless it attaches to terrain

Stratagem: Orbital Precision Strike cooldown

Arrowhead’s problem: Orbital Precision Strike had fallen behind similar options in usability. Intent: use it more often and bring it closer to peer options.

Published change: cooldown 90 → 80.

Crash and systems fixes in 7.1.0

Arrowhead’s 7.1.0 crash block covers bunker-cache levels, a rare Oil Rig hotjoin crash, a TED-63 Dynamite plus mounted-weapon function-cycle crash, and a tutorial soft lock behind the door between sections 10 and 11.

Selected systems lines Softcap is flagging because they change how missions play or how tools behave (full list remains on Steam):

  • GL-52 De-Escalator arc explosion can hit the wielder as intended
  • Eagle rearm no longer blocked by anti-air emplacements
  • Retrieve Recon Craft enabled for Terminids and Automatons
  • Microsoft IME users no longer lose all keyboard controls in-game for complex characters
  • Xbox Series S: DSS visibility fixed when FoV is higher than 65
  • HDR UI brightness setting now saves on PC
  • Illegal broadcasts upgraded with sound — Arrowhead’s framing

The Steam post’s remaining misc fixes (UI, audio, camo, drowning wells, minimap POIs, emote priority, Mega City reward caches, and more) are Confirmed in the primary; Softcap is not rewriting every row into a second changelog here.

Ironclad Democracy Warbond (same 22 Sep window)

PlayStation.Blog — authored by Arrowhead’s Mitchell Ayre — confirms the Ironclad Democracy Premium Warbond deploys Tuesday, 22 September. It is not part of the 7.1.0 balance sheet, but it is the same-day content beat players will download alongside the patch.

Who this hits

  • Evacuate HVA stacks: shorter wave gaps, more waves, denser encounters, Shrieker chance, randomized loot, generator HP UI — especially in 3–4 player lobbies per Arrowhead’s intent line
  • Split-squad roamers: spawn pressure now keys off count and distance, with over-budget far enemies despawned
  • One-Two and Trident users: more underbarrel GL ammo economy; Trident vertical climb cut from 12 to 2
  • Melta Mine users: no more character/vehicle attaches; timer arm when not on terrain
  • Orbital Precision Strike users: 80-second cooldown
  • Stratagem Hero players: per–Super Destroyer leaderboards, one score per player
  • Fullscreen / ultrawide PC: 7.1.1 targets terminal-open and superwide crashes
  • Warbond buyers: Ironclad Democracy weapons, armor, Blunt-Force Mitigation passive, and tank patterns on the 22 September window

Why it matters

7.1.0 is a systems patch with Confirmed timers and ammo rows — Evac HVA wave gaps, One-Two magazine economy, Trident recoil, Melta Mine attach rules, Orbital Precision Strike at 80 seconds — not a new warfront. 7.1.1 is the same-week crash hose for fullscreen terminals and superwide windows. Softcap is not inventing TTKs, meta tiers, or Known Issues rows beyond Arrowhead’s Steam posts and the linked Zendesk hub.
